How Will the Maintenance of Stainless Steel Mills in Q2 2025 Affect the Market? [SMM Analysis]

Published: Apr 29, 2025 23:22
[SMM Analysis: How Will the Maintenance of Stainless Steel Mills in Q2 2025 Affect the Market?] SMM reported on April 29 that some stainless steel mills will undergo maintenance in Q2 2025, mostly during the period of weak market demand from May to June. The main reasons are annual maintenance and ultra-low emission upgrades, which will have limited impact on market supply and prices.

SMM, April 29 Report:

In Q2 2025, maintenance schedules for some stainless steel mills are as follows: Maintenance is generally scheduled for May-June, when market demand is relatively weak, primarily due to annual maintenance and ultra-low emission upgrades. This round of maintenance will have a limited impact on market supply and prices.

I. The three main reasons for stainless steel mill maintenance are as follows: The primary reason this time is environmental protection requirements.

Equipment maintenance and upgrades: Regular maintenance and technological upgrades are conducted to ensure the safe and stable operation of equipment.

Capacity and market adjustments: Market demand is a crucial consideration. When market demand is sluggish and orders decline, enterprises opt for maintenance and production cuts to avoid inventory buildup, adjusting production rhythms to align with market demand. Conversely, if there are plans to expand capacity or adjust product mix, maintenance may also be used to upgrade production lines and install new equipment.

Environmental and safety requirements: With increasingly stringent environmental and safety standards, enterprises need to utilize maintenance periods to upgrade environmental protection facilities and safety systems, ensuring compliance with relevant regulations and policies, and avoiding penalties or production halts due to environmental or safety issues.
II. Impact of this maintenance on supply: The total capacity under maintenance is relatively small, with a limited impact on supply.

Short-term supply reduction: Several stainless steel mills are undergoing maintenance in Q2 2025, with varying durations and impacts on production. Mill A in South China is undergoing a 3-month maintenance, affecting 300,000 mt of production. Mills B, C, and D in East China, as well as Mill E in South China, are also experiencing varying degrees of production impact due to maintenance. These maintenance activities directly lead to a short-term reduction in stainless steel market supply, particularly for corresponding varieties (such as crude steel, cold-rolled, etc.).

Changes in supply structure: Maintenance at stainless steel mills in different regions and of different types (e.g., producing crude steel or cold-rolled) will alter the supply ratios of various stainless steel products in the market. For instance, a reduction in crude steel production may affect the raw material supply for subsequent downstream processing enterprises, thereby impacting the supply rhythm of the entire industry chain.

Regional supply differences: Maintenance at stainless steel mills in different regions will have varying degrees of impact on local and surrounding market supplies.

III. Impact on prices: There will be a temporary impact on sentiment, but limited long-term impact.

Before the holiday, the black chain is unlikely to see a trend-driven market [SMM Steel Industry Chain Weekly Report].
This week, ferrous metals were in the doldrums, with coking coal and coke staging a mid-week rise. At the beginning of the week, financial markets experienced sharp fluctuations, dragging down sentiment in the ferrous chain and leading to a pullback in futures. Mid-week, Indonesia's cut to coke production quotas drove coking coal and coke futures to lead the gains, though the impact was more pronounced on thermal coal, while coking coal's rise was largely sentiment-driven and short-lived. In the latter part of the week, finished products continued their seasonal inventory buildup, and support from the raw material side weakened, causing the entire ferrous chain to pull back. In the spot market, with the Chinese New Year holiday approaching, purchasing activity slowed down further, with end-users only making limited, as-needed purchases at low prices.
